There is imposed on each telephone subscriber's local exchange access line, or its
equivalent, in the city, a 9-1-1 emergency fee as listed in appendix A for each residential
line, for each business line and for each business trunk. Such fees shall be used
only to provide for the purchase, installation, operating, maintenance, and upgrading
expenses for 9-1-1 emergency service to be furnished pursuant to a written agreement
between the carrier and the city.
