§ 82-91. Parking in alleys.

  • (a)

    It is hereby prohibited and it shall be an unlawful violation of this section and an offense for any person to park or stop for five minutes or longer or allow any stopping or parking of any vehicle or for any person to obstruct or allow to be obstructed any alley in the city. Any parked or stopped vehicle or any obstruction in any alley shall be prima facie evidence of the unlawful violation of this section.

    (b)

    Any officer of the police department of the city is hereby authorized to remove any vehicle parked, stopped or standing in or on any portion of a public street or an alley in violation of this chapter or the state traffic laws or when, in the opinion of the officer, the vehicle or obstruction constitutes a hazard, or interferes with the normal flow of traffic, or a normal function of a governmental agency, or by reason of a catastrophe, emergency or unusual circumstance, or the safety of the vehicle or other vehicles or the public is imperiled.
