The city manager may enter into intergovernmental agreements, subject to the approval
of and upon such terms as required by the city council, with other cities, counties
or other public agencies, whereby the provisions of this article may be modified and/or
waived. Such agreements shall be in writing and state the terms, conditions and duration
of such agreements.
