§ 86-303. Deposits for service.

  • (a)

    Any person desiring to obtain water or sewer service shall make application to the city, and before such person may be granted such service, they shall deposit a reasonable sum of money, this deposit to be determined by the finance department upon the basis of the probable monthly amount of water to be used by the applicant at the location for which application is made. No such deposit shall be for an amount less than the amount established by the city and listed in appendix A of this Code.

    (b)

    Any person desiring water or sewer service for two weeks or less shall not be required to provide a deposit and shall be charged as listed in appendix A for consumption up to 5,000 gallons of water. Usage exceeding 5,000 gallons of water during the two-week period shall be billed at the water and sewer rates outlined in section 86-276.

    (c)

    Apartment accounts shall be charged, as deposit, the larger of $100.00 or one-twelfth of the annual average bill at the service location. Deposits for new service locations will be based on average consumption for meters of equivalent size and usage within the city.

    (d)

    Deposits on all accounts, except apartments, will be refunded after 12 consecutive months of good payment history. Good payment history is defined as no returned checks, penalty fees, or service charges during the 12-consecutive-month period.

    (e)

    No deposit shall be required for new residential service for a teacher of the Carrollton-Farmers Branch Independent School District.
